On April 3, 1948, President Truman signed the Economic Recovery Act of 1948. It became known as the Marshall Plan, named for Secretary of State George Marshall, who in 1947 proposed that the United States provide economic assistance to restore the economic infrastructure of postwar Europe. 70 years ago this month, the United States implemented the European Recovery Program, better known as the Marshall Plan, in an effort to stabilize war-shattered Europe, and help it restore its industrial and agricultural production. The Marshall Plan inspired a new international order by enabling the nations of Europe first to rediscover their own identities in its pursuit, then to go on to build systems transcending national sovereignty, such as the Coal and Steel Community and, eventually, the European Union. Congress responded to Marshall’s proposal by authorizing the European Recovery Program, better known as the Marshall Plan. An investment of about $13 billion in Europe during the next few years resulted in the extraordinarily rapid and durable reconstruction of a democratic Western Europe.
